FORO_MUNDIAL_ASV_149On August 24, 2010 Congresswoman Aliah Dimaporo of the 2nd district of Lanao del Norte flew to Mexico City to represent the Philippines in the World Youth Parliamentary Forum, a component of the World Youth Conference that gathered select officials of the United Nations and legislators around the world.  The purpose of the Forum was to gather members from national Congresses around the world to generate legislative recommendations and to identify youth priorities at the international level.

During the Opening Ceremony, she was given the podium to represent the Asian region. "I didn't expect to be seated with at the front of the plenary hall with the President of the Congress and other high officials of varying countries," she said.  In the Gala Dinner, Dimaporo was also one of the only two foreigners who was seated at the presidential table with Congressman Francisco Landero Gutierrez, who organized the event as Comissioner of Youth and  Sports, the Secretary of Education, Secretary of Labor, President of the Federal Congress of the United Mexican States, the Senate President, and other senators of Mexico.

Dimaporo spoke every day of the Forum, delivering both the opening and closing messages on Asian youth,and a presentation on Health to legislators and observers from around the different regions of the world.

One of the youngest in Philippine Congress, Dimaporo affirms that the youth is “Asia’s greatest asset… and the improvement of the region begins in maximizing and developing human capital.”  She reports that young Asians are stepping forward in recognizing their important role in society as the primary agents of change and culture, and boasts in the Philippines, "young people are represented in the policy making level.  Including myself, there are six members of Congress under the age of thirty, four of which are young women and two are young men.”  Incidentally, Dimaporo is also the youngest legislator participating as guest and resource speaker in Mexico City.  On the second day of the forum, Dimaporo delivered a presentation in the Working Group on Health and a legislative proposal on the improvement of health for young people, where she included the priorities of the Philippines that are applicable for countries around the world, such as access to universal health coverage and efficient delivery of services that include development of infrastructure, an improvement on existing facilities, and adequate human resources.

During negotiations for the final consensus on Health, Dimaporo was a formidable force pushing for the inclusion of the promotion of values and the family as fundamental to the development of young people.  The family is key to the health and well-being of the youth, she contends.  Her proposal to prioritize the family found its way in the different articles of the document on Health, and earned her praise from observers and other legislators alike.  She shares,"During negotiations and during breaks, I was passed notes from international organizations with the same advocacies, helping me in strengthening my arguments."

Aside from Health, other topics discussed were education, employment, technology and innovation, international migration, civic and political participation, sustainable development and environmental sustainability, and security.  A final document, the Declaration, consolidating the documents from all working groups was put to negotiation on the last day.  It was a democratic process that allowed all delegates to speak and provide their recommendations and insertions.  During this ardous process, Dimaporo's contributions were accepted in the areas of Education, Health, Techonology and Innovation, and Security.  The Family also surfaced in the articles of Education.

The Declaration of the World Youth Parliamentary Forum will be combined with the Declarations from two other components of the World Youth Conference - Government Forum and Social Forum.  The final Declaration on Youth will be presented in the 65th Session of the United Nations General Assembly at United Nations Headquarters, New York City, which will be attended by President Aquino this September 20-30, 2010.
